The earnings on your investments are federally tax-deferred and tax-free, if used for qualified disability expenses.1 That can help your savings compound, earning returns on your returns.
Maintain your current benefits.
- Balances of $100,000 or less are excluded from your SSI resource limit.
- Only the amount OVER $100,000 is counted against your limit, along with assets held in non-ABLE accounts.
- If your account causes you to exceed the SSI resource limit, then your SSI benefits will be suspended until the account balance no longer exceeds your resource limit.2
- You'll continue to be eligible for Medicaid, regardless of your account balance.3

Avoid hidden fees.
The annualized investment costs on assets per investment option range from 0.34% to 0.38%, depending on which investment option(s) you select. Each Account is charged an account maintenance fee of $15 each quarter. This fee can be discounted by $3.75 if you select email delivery for statements and confirmations. The fee can be discounted by another $1.25 if the Account Owner or Authorized Individual is a resident of Nevada.
Who's eligible?
Eligible individuals can open the account for themselves, or an authorized individual can open an account on their behalf. There are a few requirements that individuals with disabilities must meet to be able to have an account.
You're eligible if:
- You're entitled to SSI or SSDI because of your disability; and
- your disability was present before age 26.
You must certify that:
- You have a physical or mental disability that can be expected to last for at least a year or can cause death; or you are blind; or your disability is included on the Social Security Administration's List of Compassionate Allowances Conditions; and
- Such blindness or disability occurred before age 26.
(Proof of eligibility is not required to open an account. However, you should maintain a record of your diagnosis, benefits verification letter or other relevant documents in the event that you are required to prove eligibility at a later time.)
What are Qualified Disability Expenses?
These are ANY expenses that are incurred as a result of living with a disability and are intended to improve your quality of life.
Qualified expenses include, but are not limited to:
- Education
- Health and wellness
- Housing
- Transportation
- Legal fees
- Financial management
- Employment training and support
- Assistive technology
- Personal support services
- Oversight and monitoring
- Funeral and burial expenses
When savings is used for non-qualified expenses:
- The earnings portion of the withdrawal will be treated as income, so it will be taxed at your tax rate, and will be subject to a 10% federal tax penalty and applicable state taxes.

- Earnings on non-qualified withdrawals may be subject to federal income tax and a 10% federal penalty tax, as well as applicable state and local income taxes.
- Please see the Plan Disclosure Documents for complete details on SSI suspension and any requirements on when you use the funds, to prevent suspension of benefits.
- Upon the death of the account owner, the state Medicaid agency shall be a creditor for the total medical assistance paid under the State’s Medicaid program on behalf of the account owner after the establishment of the account, upon filing of a claim for payment by such state.

General Information
Description of Program:
Sierra Regional Center (SRC) is the state-operated regional center for individuals with developmental disabilities and related conditions and their families. SRC is located in the Reno/Sparks area and serves Washoe County, Nevada. SRC supports individuals with developmental disabilities by facilitating independence through choice.
SRC assists individuals with disabilities by helping them to discover what each person wants for their life, planning and arranging support services to help the person achieve what they want, and regularly monitoring to see if the services satisfy the person.
Services Offered:
- Federal – Home and Community Based Waiver: Nevada’s Waiver for Persons with Mental Retardation and Related Conditions offers home and community-based services to assist eligible recipients who, without services, would require institutional care provided in an Intermediate Care Facility for Persons with Mental Retardation (ICF/MR). Nevada's Division of Mental Health and Developmental Services (MHDS) administers this waiver program in conjunction with the Division of Health Care Financing and Policy (DHCFP).
- Counseling: SRC offers both individual and family counseling.
- Employment and Vocational Services: Designed to help identify the area of employment that best meets the needs of the individual. Options can range from a supervised and assisted work place to employment in a community job with support staff assigned as needed.
- Family Support: Provides assistance to families to help them remain intact. It includes financial assistance for respite care, in-home training, counseling, behavioral consultation and cash assistance to those who qualify.
- Residential Support: Offers a variety of available options to help people make choices on where they want to live. Choices can include living at home with their family, living by themselves or living with roommates. Supports will vary depending on what an individual requests, needs, and can afford.
- Service Coordination: Helps to develop a plan based on the individual’s interests and personal goals. Assists the individual in getting eligible services through public and private agencies.

Eligibility: An individual with an intellectual and/or developmental disability or a related condition qualifies for supports. Examples of related conditions include: autism, epilepsy, and Cerebral Palsy. Additional criteria must be met in order to qualify with a related condition. A SRC Intake Coordinator can provide additional information regarding qualification and required documentation.

The Department of Developmental Services (DDS)

Adult Rehabilitation Program
For over 100 years, The Salvation Army has been providing assistance to people with a variety of physical and social afflictions through its United States based Adult Rehabilitation Centers (ARCs).
Adult Rehabilitation Centers began in 1881 when William Booth - founder of The Salvation Army - opened shelters for homeless people on the streets of London, England. His initiative quickly spread to the United States, and to this day, people come to us with issues of substance abuse, legal problems, relational conflicts, homelessness, unemployment and a need for spiritual awakening and restoration.
Drug and alcohol addiction are among the country's most destructive social problems, and The Salvation Army's Adult Rehabilitation Centers comprise the largest residential rehabilitation program in the United States. This comprehensive program is free to the public and financed through our well known Salvation Army Thrift Stores.
Adult Rehabilitation Centers are probably the most widely known of all The Salvation Army services. They provide long term, social model, and residential recovery programs for individuals seeking to deal with substance abuse and other addictions. They seek to help participants regain self-worth, learn how to build an orderly and disciplined life and become contributing members of society. Each program participant is provided with a clean and healthy living environment, nutritious food, group and individual counseling, spiritual direction, work therapy assignments and recreational activities.
Emergency Disaster Services
The Salvation Army has been responding to major disasters in the United States since the devastating hurricane experienced by Galveston, Texas in 1900. Since then, The Salvation Army is usually one of the first on the scene and the last to leave. While every disaster is unique and creates its own special needs, the core of The Salvation Army's disaster program consists of several basic services. And while these services address many of the typical needs of a disaster survivor, Salvation Army disaster relief is also flexible. Our services are adapted to the specific needs of individuals and communities and salable according to the magnitude of the disaster.

Service Availability
All services are based on funding and inventory of requested items. Non-perishable food donations, baby formula and diapers gratefully accepted at both Family Services locations.
The Workforce Connections
This program is now in Mesquite, Nevada for anyone who is interested can call the numbers listed below for more information or to schedule an intake.
Workforce Connections helps unemployed youth and adults access training opportunities and find employment. The youth case manager, Stephanie Woolley is at 355 W. Mesquite Blvd #B-50 from 8:00am - 4:30pm Monday through Friday. Ms. Woolley can be reached at (702)-345-5116. Shawn Hotch is the adult and displaced worker case manager and she is located at the Mesquite Public Library 121 E. First North Street from 9:00am - 5:30pm. Monday through Friday. Homeless Services
The goal of The Salvation Army Homeless Services is to help individuals gain the skills and resources necessary to transition from homelessness to a higher level of productive independent living. Services range from meeting individuals' immediate needs to long term goal attainment. Case management, shelter facilities and other transformational resources are available on our Lied Social Services Campus.

The Shelter is open 365 days a year with a Day Resource Center to access, triage, and refer clients to our programs that can provide the long term help they might need. Each day an average of 350 individuals come to us for a reprieve from the weather, take a shower, use the restrooms, hydrate, or make telephone calls; simple, basic needs that we can sometimes take for granted.

We strive to help our clients obtain the income and locate housing that they may function as self-sufficient, independent citizens of the community. We want to ultimately eliminate homelessness in Las Vegas by leading homeless individuals to employment and housing that they will achieve productive lives. Working in partnership with the College of Southern Nevada, local businesses, and state agencies, our clients receive academic training and practical work experience in a variety of fields. Along with classes in life skills and essential employment tools, these programs truly transform lives.
Spiritual Services
The Chapels at the Lied Social Services Campus and treatment center provide the homeless with nightly services as well as needed counseling and guidance by the resident chaplain.

SEEDS of Hope (Saving, Empowering, Educating, and restoring DreamS to lives shattered by human trafficking)
The Salvation Army firmly believes that the abuse and exploitation of human beings through any form of human trafficking is an offense against humankind and against God. The SEEDS of Hope program works in collaboration with local law enforcement, FBI, ICE and numerous community service providers to identify, rescue, and restore victims of all forms of human trafficking.
Las Vegas has been identified by a Justice Department risk analysis study as one of 17 cities nationwide most likely to be the top destinations for trafficking victims. Everyday in our valley, SEEDS of Hope works with both foreign and domestic victims of all ages and ethnic backgrounds. Through our comprehensive case management services we can provide emergency shelter, transportation, clothing, food, victim advocacy, crises intervention and safety planning, medical and dental care, derivative family member benefits, mental health counseling, employment assistance, legal referrals, substance abuse treatment, access to child care, and other service recommendations.
We take a holistic approach to the clients' needs and challenges in order to help them move from victimization to self sufficiency. Located at 35 West Owens in North Las Vegas, this program transforms men's and women's lives. Designed to assist homeless persons in gaining the skills and confidence necessary to move from homelessness to self sufficient independent living, we partner with College of Southern Nevada, local businesses and state agencies to provide academic training and practical work experience in a variety of fields. Supportive Services for Veteran Families (SSVF)
SSVF program is designed to assist low-income veterans and their families in obtaining and maintaining stable housing. We have been awarded a grant from the United States Department of Veterans Affairs to serve veterans throughout Southern Nevada. Supportive services can include case management, housing counseling, linkage to VA and mainstream benefits/services, temporary financial assistance to address housing barriers , life skills training, budgeting, job preparation, coping skills, housing preparation, credit repair, credit counseling, transportation assistance, landlord/tenant mediation. Assistance from peer mentors who are veterans themselves will add to the individualized, strength-based approach of care.
Veteran Rehabilitation
Homeless veterans struggling with the disease of addiction are provided with placement in the Adult Rehabilitation Center (ARC), our residential, clinical substance abuse treatment program. The ARC provides an intensive continuum of care program for homeless persons for the treatment of substance abuse, chemical addictions, mental health, and compulsive gambling. The method is to provide a structured, purposeful, planned, daily regimen in a 24 hour live-in setting, permitting the individual to grow emotionally and intellectually while experiencing a supportive, caring and responsible environment. This truly transformative program gives hope to our veterans and blesses them with an opportunity for a new life filled with potential.
Salvation Army Summer Camp
Each summer, children from low-income Southern Nevada families enjoy fresh air, exercise and new friendships at annual Salvation Army Summer Camps. The camping experience is more than just a pleasant vacation. Children learn new skills and self-reliance; trained counselors who understand their emotional needs and problems help them to mature.
Camp Activities include adventure and scouting, arts and crafts, music development, and sports. Discovery Camp is for children ages 7 to 12 years and is held in Heber, Arizona at The Salvation Army's Camp Ponderosa Ranch.

Wheelchairs
The service is designed to complement ValleyRide's regular bus system. The service is available to people who are unable to utilize the bus system because of a disability. Eligibility may be limited on a conditional basis, and each trip can be reviewed.
ACCESS is an origin to destination transit service for the cities of Boise, Garden City, Nampa and Caldwell. The Boise/Garden City service operates Monday through Saturday with the same hours as the fixed-line bus system. There also is origin to destination paratransit service available in Nampa and Caldwell that operates Monday through Friday with the same hours as the fixed-line bus system.
Trips may be booked up to 14 days in advance, but no later than 5:00 p.m., for service the next operating day.
